Trump seems to have a fundamental misunderstanding about how the money works in our politics. Threatening to cut federal money from California. Unlike his tiny alternate fact reality, the real world works a little different. It is one of several states that pay MORE to the federal government than they get back. In essence these states are paying for all the horrible policies in the majority of the red states. What this means is that if Trump cuts off federal funding to these blue states (that are paying more than they get, remember), they could simply stop paying federal taxes, and use that money for their state. This would cover the loss of federal money, and starve the horribly run red states of cash. This is a serious lever to be pulled by the blue states.
