You can look at this picture and you can think “gosh the US has some really poor fuel economy” or you can look at this picture and think “Gosh as oil prices go up, the countries with better fuel economy are going to have a very strong economic advantage which will make it much easier for them to compete in a tough global economy.”  Both would be correct.
